A Conversation with the GM Mark Dicker Blayney Shire Council Updated 2024/25 Plans With commencement of a new financial year this week, it also means updated strategic plans commence for Council. The Operational Plan (OP) is what is more commonly known as an annual budget. It is for a single year and outlines the individual projects and activities that will be undertaken in the forthcoming year to achieve the commitments made within the 4-year Delivery Program (DP). The Delivery program (DP) is over 4 years and details the principal activities it will undertake to achieve the objectives established in the Community Strategic Plan (CSP) Why not just call them 'annual' and '4 yearly budget? This terminology is used as it is specifically part of a larger Integrated Planning and Reporting process legislated under the Local Government Act. Council consolidates the 2024/25 OP with Council's 2027/28 Delivery Program (DP) (our 4 year budget) into one document. The 172 page document can be found on Council's website https://www.blayney.nsw.gov.au. The best way to find it would be to search '2024/25 Operational Plan' using the search function on Council's website. Distribution of rates notices will commence late next week (noting it can take 3 weeks for traditional mail to arrive). Council's overall rate yield will increase by 10% in accordance with the Special Rate Variation which was approved by the NSW Independent Pricing and Regulatory Tribunal (PART) in May 2024 and by Council in June 2024 following public exhibition of the draft 2024/25 OP I highlight the 10% increase for rates, only applies to the general rate charge (not the TOTAL amount of your notice). Additional charges, such as waste and sewer services, have increased on average by approximately 4%. Council has a Rates Calculator on its website which can assist you to forecast your rates and charges for 2024/25, alternatively you can call our revenue team if you would prefer to ask a specific question regarding your rates. In the 18 July GM conversation, I will highlight the Capital Expenditure Program and Project Highlights for 2024/25. Below is a snapshot showing Councils forecast 2024/25 income and expenditure. Local community organisations/individuals are invited to submit an application by 2 August 2024. Applications lodged before 26 July 2024 will be reviewed and applicants will be contacted in the event of any errors or omissions in applications. There are four categories of financial assistance: Recurrent financial assistance Non-recurrent financial assistance (Up to $5,000 and more in exceptional cases) Sporting related financial assistance Flagship annual community project (Up to $25,000 for a major project) Applicants are required to obtain a copy of the guidelines and complete the application form. Please note that Council does not consider requests for financial support (cash or in-kind) outside of this program. Guidelines and application forms are available from Council's website www.blayney.nsw.gov.au or from Council's office.
