VILLAGE SHINE DEVELOPMENT PROPOSAL Blayney Shire Council has received development application DA2021/0007 for the development of a 5MW solar farm including solar array, inverter station, security fencing, temporary construction facilities and new powerline connection to adjacent Essential Energy infrastructure at 269 MARSHALLS LANE BLAYNEY, being Lot 500 DP 1235915. The proposed development involves: Use of the existing property access point at the northern end of Marshalls Lane. A fenced (security) enclosure, approximately 2 metres (m) in height around the solar farm, and security features such as closed-circuit television (CCTV) and lighting. Installation of solar infrastructure including approximately 9,396 solar photovoltaic (PV) cells with a 5.17 MW capacity (4.95 MW export capacity) on a ground-mounted tracking system of pole driven steel posts. Inverter station, including the inverter and transformer. High voltage (HV) switchboard. New power poles supporting an 11-kilovolt (kV) overhead powerline, with easement, running from the HV switchboard to the proposed Point of Interconnection (POI) at the northern extent of Marshalls Lane, where there is an existing overhead an existing 11kV power line. Temporary site amenities and laydown area would be established during construction. The applicant for the proposed development is GREEN GOLD ENERGY PTY LTD. The consent authority for the proposed development is Blayney Shire Council. However, the Western Regional Planning Panel has the function of determining the application.
