A Conversation with the GM Mark Dicker Blayney Shire Council Special Rate Variation Application Approved by IPART On Tuesday, the NSW Independent Pricing and Regulatory Tribunal (IPART) announced it has reviewed and determined the 9 NSW council Special Rate Variation (SRV) applications' seeking to increase their general income more than rate peg. Of the 9 applications, the Tribunal has approved 5 as submitted, approved a lower increase for 3, and declined one. Blayney Shire Council's application was one of the 5 approved as submitted. Councils application to IPART was submitted in January 2024 following community consultation over November and December 2023. Council proposed a 10% increase for 3 consecutive years. IPART thoroughly assess each application against the criteria established by the Office of Local Government (OLG) which requires councils to; demonstrate the need for the additional income provide evidence that the community is aware of the need for and extent of a rate rise establish that the impact on affected ratepayers is reasonable exhibit, approve and adopt relevant planning documents explain and quantify the council's productivity improvements and cost containment strategies. There has been a significant amount of resources (in particular people's time) dedicated to this comprehensive process. I would like to particularly acknowledge the time commitment from; Councillors, staff and the community spent: preparing, reviewing and discussing the SRV proposal. This effort has been reflected by IPART determining that Council has met all 6 aspects of the application criteria, noting 4 other Council applications were not fully successful. The draft DPOP will outline 2 proposed options to increase rate income from 1 July 2024 for Council to resolve to seek community feedback on; the 5.7% rate peg and the 10% SRV. The draft DPOP is then be placed on public exhibition for 28 days and any person (or business and/or oganisation) can make submission on the draft DPOP during this period. - 25 June 2024: At the June meeting, Council will then consider any submissions received (make any necessary changes) and resolve to adopt a finalised DPOP which will commence on 1 July 2024.
