A Conversation with the GM Mark Dicker Blayney Shire Council 2024/25 Capital Works Program This week, I would like to focus on the proposed capital expenditure program for 2024/25. Capital expenditure is basically expenditure above $1,000 to improve an existing asset or to build an entirely new asset. The enclosed snapshot summarises most of the key information, including a $11.4m expenditure, with Council focusing $9m (73%) on infrastructure related works. How is Council funding all these works? The snapshot also includes a table showing the 4 main sources from where Council will fund the capital program. In particular, I highlight $6.4m (56%) of funds are being provided by grant funding (NSW and/or Commonwealth Governments). Over the past 5 years, Council has received a significant amount of grant funding, mainly from the NSW Government. 2024/25 will be our largest capital program ever ($1m higher than last year). What is going to happen moving forward? NSW Government does appear to be changing direction and focus in relation to what grant funding it will provide to Councils. As a result, it is likely we will see Council with a reduced capital program funded from grants, with Council utilising additional revenue generated from the Special Rate Variation to focus on maintenance and repairs of our infrastructure. What are the main projects being undertaken in 2024/25? The enclosed snapshot contains a 'Project Highlight' list outlining the key projects and budget allocations for 2024/25. Applications for grants are invited and will be received up until Thursday 1 August 2024. The grants are available for the conservation and maintenance of heritage buildings, adaptive reuse and interpretation projects that support heritage in the Blayney Local Government Area. Community Financial Assistance Program Round 1 -2024/25 Applications for the first round under the 2024/25 Community Financial Assistance Program are now open. Local community organisations/individuals are invited to submit an be reviewed and applicants will be contacted in the event of any errors or omissions in applications. There are four categories of financial assistance: Recurrent financial assistance Non-recurrent financial assistance (Up to $5,000 and more in exceptional cases) Sporting related financial assistance Flagship annual community project (Up to $25,000 for a major project) Applicants are required to obtain a copy of the guidelines and complete the application form. Please note that Council does not consider requests for financial support (cash or in-kind) outside of this program.
