A Conversation with the GM Mark Dicker Blayney Shire Council IPART seeking community feedback on council Special (rate) Variation Applications Last week, the Independent Pricing and Regulatory Tribunal (IPART) announced it was now proceeding to commence its process of seeking community feedback on the special (rate) variation applications received from Councils to increase income from rates above the rate peg in 2024/25. IPART have confirmed, this year, 9 Councils, including Blayney Shire Council, have applied for a special (rate) variation to commence from 1 July 2024, Blayney Shire Council has applied for an increase of 10% per annum for 3 years (being a cumulative increase of 33.1% over 3 years) to match the growing costs and continue providing services at current levels. Having recently spoken to IPART about their community consultation process, the engagement IPART is now undertaking will directly feed into their final assessment report, in particular the community awareness and engagement sections. This is the first time IPART has conducted a survey as part of the special (rate) variation community engagement process. IPART is seeking to get a more in depth understanding from the wider community as part of their community engagement process. In this regard, it is important that you take this opportunity to provide any feedback to IPART during this consultation process. provide evidence that the community is aware of the need for IPART will accept feedback on special variation applications until 11:59pm on Monday 18 March 2024. IPART will release the final and extent of a rate rise establish that the impact on affected ratepayers is reasonable decision on special variation applications in May 2024. exhibit, approve and adopt relevant planning documents explain and quantify the council's productivity improvements and cost containment strategies.
