A Conversation with the GM Mark Dicker Blayney Shire Council Extraordinary Council Meeting On Tuesday 11 June at 9:30am, Council is having an Extraordinary Council Meeting to determine the two items, Orange360 Service Level Agreement and the CentrePoint Sport and Leisure Centre tender for management of the centre. Orange360 Agreement Orange360 is a not-for-profit organisation funded by Orange City, Blayney Shire, Cabonne Councils, and industry memberships. Orange360 aims to drive sustainable tourism growth and economic prosperity across the wider Orange Region through innovative destination marketing, industry development and advocacy. Many of our attractions and experiences like historic villages, food, wine, nature, art and boutique shopping are mirrored in the Orange and Cabonne areas. Visitors are not concerned about which Council area they are in therefore, working together to create a larger destination brand is beneficial to all 3 Councils. By partnering with our neighbouring Councils, we are able to reach a larger audience than we would trying to fly our own 'Blayney Shire' flag. The contribution of each Council to Orange360 is; Blayney Shire ($70k). Cabonne Council ($90k) and Orange Council ($450k). This is in addition to other sources of revenue from industry memberships, grant funding. fee-for-service marketing and partnerships. Previous campaigns and media visits have resulted in an editorial value of over $3.7m targeted at the Sydney and Canberra markets in publications such as Urban List, Concrete Playground, Her Canberra, Country Style and We Are Explorers. At the Extraordinary Council Meeting next week, it is recommended for Council to provide a 2-year extension to support Orange360 and align the agreements with the partnering Orange and Cabonne Councils. CentrePoint Management Tender Following an Operational Review in 2020, Council resolved to engage an external operator to manage CentrePoint Sport & Leisure Centre. From June 2020, YMCA has been the facility manager. With the contract ending in June 2024, Council put the management contract out to tender. In this process, The YCMA undertook their own Blayney Extraordinary Council Meeting review of the facilities they operate and manage and decided not to re- tender for the management of CentrePoint. Council has received competitive submissions, which have been assessed by Council staff. A report will be presented to Council at the Extraordinary Meeting (in the confidential section) for consideration. Council will be working to support the existing customers and staff through the transition. The services provided at CentrePoint are extremely valuable to the Blayney Shire Community and it is important that we continue to provide these services. By utilising an external provider, it provides a number of benefits to Council, including; industry expertise in; leisure Centre management, classes (types, frequency), staff attraction/recruitment / training progression opportunities, industry best practice risk and legislative compliance; policies/procedures/prevention and an ongoing industry best practice fee structure advice. Council would like to thank The Y and especially the local team for the management of CentrePoint over the last four years. Since The Y has managed the complex there have been a number of great initiatives, increased patronage and income and positive reviews for the services provided. Council News An Extraordinary Meeting of Council will be held in the Chambers, Blayney Shire Community Centre, on Tuesday 11 June 2024, commencing at 9.30am. The directory was launched as part of National Volunteer Week so it also comes with the encouragement to get involved with our local community groups, most of which are always in need of volunteers and would love to have more people involved. The directory is still a work in progress as community and sporting groups submit their details, so if you are involved with a community or sporting group, please submit via details via Councils website.
